The dearer thing must be used as many times more as it costs
The $300 coat costs 7.5× what the $40 coat does, so it has to be worn more than 7.5× as often to come out cheaper per wear — which here means 37.5 wears. That is the whole rule, and it does not depend on how long you keep either one or what they cost per year. Cost per use is total cost over uses, so setting two of them equal cancels everything except the ratio of the prices.
It is a less demanding test than it sounds, because the bar is set by the cheap item's use count rather than by anything about the expensive one. A $40 coat worn 5 times costs $8.00 a wear, so $300 only has to reach 37.5 wears — two or three winters. At 200 it lands at $1.50. The expensive item usually wins this comparison, and it wins because the cheap one was barely used rather than because the expensive one was any good.
How often you use it matters more than what it cost
Halving the price and doubling the uses do exactly the same thing to the answer — the fraction does not care which half moves. What differs is how far each one realistically can move. Prices within a category span perhaps a factor of ten; how often people actually use the thing spans a factor of a hundred. So cost per use is mostly a measurement of your own behaviour with a price tag attached to it.

Upkeep counts, and rarely changes the answer
Cleaning, servicing and consumables are part of what a thing costs, so they belong on top of the price. Adding $220 of cleaning to the 300 coat moves it from $1.50 to $2.60 a wear — noticeable, and nowhere near enough to change the verdict. Inverting it would take $1,300 of upkeep, more than four times the coat's own price. The bar set by a garment worn five times is so low that no plausible amount of maintenance clears it, which is worth knowing before treating running costs as the deciding factor.

As many times more as it costs. Does cost per use work for things I already own?
Better than for things you have not bought, because the use count is a record rather than a guess. It is also the honest way to review a purchase — a thing bought and never used has no cost per use at all, only a price.
Does a low cost per use mean something was a good buy?
It means it was good value per use, which is not the same thing. Something used constantly and cheap per use can still have been unnecessary; the calculation compares two options and says nothing about whether either was needed.
