A centimetre of tape is worth most of a percentage point
The tape method is quick, free and repeatable — and the repeatability is exactly the problem. Small differences in where you hold the tape move the answer more than most people would guess:

A centimetre is roughly where the tape sits relative to the navel, or how hard you pull it, or whether you have just breathed out. And the neck moves it the other way by about the same amount — 0.66 points per centimetre — so two small errors can add rather than cancel. A centimetre wrong on each, in the directions that compound, shifts the answer by 1.3 points.
That does not make the method useless. It makes single readings unusable and trends fine. Measured the same way each time — same spot, same tension, same point in your breathing — the errors are largely constant, and a change of two or three points over a few months is real. A single figure quoted to one decimal place is not.
And BMI cannot tell muscle from fat
Comparing the tape method against a BMI-based estimate on the same people shows where each one breaks down:

They agree to within a point in the middle and diverge to 7.8 points on the leanest person — because a BMI-based formula has no way to know that the weight is not fat.
Which is the sharper point about BMI generally. These two people are the same weight and the same height, so their BMI is identical to the decimal:

Both are nominally "overweight" at a BMI of 27.8, and the tape method puts them 13.5 percentage points apart — one comfortably lean, one not. BMI is a ratio of weight to height and contains no information whatever about what the weight is made of. That is not a flaw in the measure, which was designed to describe populations rather than people; it is a limit that gets forgotten every time it is printed next to an individual's name.
For what it is worth, none of these methods is a measurement. They are regression equations fitted to populations that may not include you, and the honest uses are comparing yourself to yourself over time and noticing large changes. Treat the first decimal place as decoration.

Frequently asked questions
How does the Navy method work?
From body circumferences and height, using an equation fitted to a large sample. Fat distributes in reasonably predictable patterns, so waist, neck and hip measurements correlate with total body fat well enough to be useful without any equipment beyond a tape measure.
How accurate is it?
Typically within 3 to 4 percentage points of a more direct measurement, and further out for people whose build differs from the sample it was fitted to — very lean, very heavy, or unusually muscular. As a trend over time it is far more useful than as a single absolute figure.
What is a healthy body fat percentage?
It differs substantially by sex, because essential fat is higher in women. Broadly, ranges around 10 to 20 per cent for men and 18 to 28 per cent for women are commonly cited as healthy, with athletes lower. Very low body fat carries its own risks and is not a goal in itself.
Why is my measurement inconsistent day to day?
Because circumference varies with hydration, food in the digestive system, time of day and how the tape is placed. Measuring first thing in the morning, in the same conditions, with the tape snug but not compressing, removes most of the noise. Small day-to-day changes are measurement variation, not fat change.
What are the more accurate methods?
DEXA scanning is the usual reference standard, with hydrostatic weighing and air displacement close behind. Skinfold callipers are cheaper and quite good in trained hands. Consumer bioimpedance scales are convenient and notoriously sensitive to hydration, which is why they can swing several per cent within a day.
Does body fat percentage matter more than weight?
For most health and fitness purposes, yes — it distinguishes changes in fat from changes in muscle and water, which weight alone cannot. But where fat is carried matters too, and none of this replaces a clinician's assessment. Nothing here is medical advice.
