Four times the seam is one point on a curve
For thin, moderate spacing the rule is very nearly right — the traced path comes to 4.13 times the seam. It stops being right as soon as the leather thickens or the stitches tighten, because the thread does not only run along the seam. It crosses the leather at every hole, twice.

On thick, tight spacing the path comes to 10.70 times the seam — the rule is short by a factor of 2.7, which is the sort of thing discovered three quarters of the way along. With no thickness at all the multiple drops to exactly two, which is the two passes and nothing else; everything above that is thread spent going through the leather rather than along it.
And it fails on short seams for a different reason
The needle slack is a fixed 60 mm at each end, so it is a larger share of a small job. The same leather and the same spacing need 4.76× on a 100 mm seam and 4.13× on a 200 mm one. Nothing about the stitching changed — only how much of the total is the part that does not scale.

So the multiple is not a property of the leather, or of the stitch, or of anything you can look up. It is a property of the particular seam — which is why the honest answer is to trace the path rather than to memorise a number, and why the number people memorise happens to be right for the wallet-sized job most people learn on.

Frequently asked questions
Is four times the seam length right?
For thin leather at moderate spacing, very nearly — the traced path comes to 4.13 times on 3 mm at 4 mm spacing. That is the wallet-sized job most people learn on, which is why the rule survives.
When does it stop working?
As soon as the leather thickens or the stitches tighten. The thread does not only run along the seam; it crosses the leather at every hole, twice. On 10 mm of stacked leather at 2.5 mm spacing the path is 10.7 times the seam — the rule is short by a factor of two and a half.
What is the thread actually doing?
Two passes along the seam, one on each face, plus two thicknesses at every hole, plus the slack you hold. With no thickness at all the multiple drops to exactly two, which is the two passes and nothing else — everything above that is thread spent going through rather than along.

How much slack do I need?
Enough to hold both needles comfortably at the end of the seam, which is commonly 50 to 80 mm each side. It is worth being generous: running out is unrecoverable, while a long tail costs you a few centimetres of thread.
What else adds thread?
Backstitching at each end, casting the thread if you do it, and any stitch you do not pull fully home. This traces the geometric path, so treat the result as a floor and cut generously — a joined thread is a weak point that shows.
