A clock rule is not a light rule

Most shooting-light regulations are written as a fixed number of minutes either side of sunrise and sunset. That is easy to enforce and easy to read off a watch, and it is standing in for something else: how much light there actually is. Asking where the sun really sits 30 minutes before sunrise:

At the equator the sun rises almost vertically, so half an hour puts it 7.89° down and it is properly dark. At 60°N in June it comes up at a shallow angle and half an hour only buys 2.78° — bright enough to read by. Same rule, same watch, a factor of 2.8 in how far down the sun is.

From 23 minutes to 107. So a 30-minute rule reaches past civil twilight near the equator — it lets you shoot in conditions darker than the -6° line — and falls short of it up north. The rule is generous in the south and conservative in the north, which is the opposite of how it reads.

None of which is legal advice about anywhere. Offsets vary by state and by species, some regulations key off civil twilight rather than a clock offset precisely because of the effect above, and the number that binds you is the one in your regulations booklet.

Even "sunrise" is already a light convention

The moment this page calls sunrise is not the moment the sun's centre crosses the horizon. It uses -0.833° — about 34 arcminutes of atmospheric refraction lifting the image, plus 16 arcminutes of solar radius, because what you see first is the upper limb rather than the middle. The geometric sun is still slightly under the horizon when the almanac says sunrise. The chain from "the sun is up" to "you may shoot" has two conventions in it before the regulation adds a third.

Thirty minutes at each end is an hour added to the shootable day, and it is worth 17% of a short northern December against 5% of a long June one — more than three times as much where light is scarcest. That is the right direction for it to lean, even though nothing in a fixed clock offset was designed to do it.

What is legal shooting light?

A window defined relative to sunrise and sunset, most commonly 30 minutes before sunrise to 30 minutes after sunset — but the offset varies by state and sometimes by species or season. Some states use different figures for migratory birds than for deer.

Why does my exact location matter?

Because sunrise and sunset shift measurably across a state. Moving 50 miles east or west changes the times by several minutes, and near the edges of a time zone the difference is larger. Using a state capital's times rather than your own can put you outside legal light without realising.

Is this calculator authoritative?

No, and it should not be treated as such. Regulations change, offsets differ between species and seasons, and some areas have local rules. The published regulations for your state and season are the binding answer — this is a planning aid, and being wrong about it is a legal matter rather than an inconvenience.

Does the calculation account for terrain?

No. Sunrise and sunset are computed for a flat horizon at your coordinates, so a valley or an eastern ridge will be genuinely darker than the figures suggest. Legal light is defined by the calculated times regardless, but usable light is another matter.

What is civil twilight and is it the same thing?

Civil twilight is when the sun is six degrees below the horizon, and it is roughly but not exactly the traditional half hour. Some jurisdictions define legal light by civil twilight rather than by a fixed offset, which gives slightly different times that shift with latitude and season.

Why does the window change through the season?

Because the sun's path changes, so the duration of twilight varies — it is shortest near the equinoxes and longer in midsummer, and much longer at high latitudes. A fixed 30-minute offset therefore corresponds to different actual light levels at different times of year.
